In order to submit your app to Google Play, you must first create a Google Play developer account.
- Go to https://play.google.com/apps/publish/signup/
- Click Create an Account.
- Fill out the form, and click Next Step.
- Click https://play.google.com/console/signup to login/sign in to google play Console
- Enable to 2 factor authentication
- Select Account Type
- Fill Details
- Fill Developer Account Details
- Accept Terms & Condition
- Complete the Payment
- You will get a confirmation email after that.
